Josh Poimboeuf 489e355b42 objtool: Add HAVE_NOINSTR_VALIDATION 
Remove CONFIG_NOINSTR_VALIDATION's dependency on HAVE_OBJTOOL, since
other arches might want to implement objtool without it.
