Qais Yousef d97ea65296 ANDROID: Enable CONFIG_LAZY_RCU in arm64 gki_defconfig 
It is still disabled by default. Must specify
rcutree.android_enable_rcu_lazy and rcu_nocbs=all in boot time parameter
to actually enable it.
